International Drug Control Conventions
The Convention on Psychotropic Substances of 1971 Article 9. 1. states that the Parties shall require that substances in Schedules II, III and IV be supplied or dispensed for use by individuals pursuant to medical prescription only, except when individuals may lawfully obtain, use, dispense or administer such substances in the duly authorized exercise of therapeutic or scientific functions. The Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol Article 29. 1. states that the Parties shall require that the manufacture of drugs be under licence except where such manufacture is carried out by a State enterprise or State enterprises.
