Description: The committee is a vital link between NGO's and the key intergovernmental and international agencies involved in drug policy, strategy and control: the Commission on Narcotic Drugs (CND), the International Narcotics Control Board and the United Nations Office on Drugs and Crime (UNODC). Established in 1983, the Committee works with these organisations to provide information on NGO activities, draw attention to areas of concern, build partnerships between governmental and non-governmental organisations and to involve a wide sector of civil society in contributing to the development of global drug policies.

We are looking for civil society experts that want to contribute to UNODC consultations on developing a gudiance document aiming to improve the role of law enforcement in drug prevention in school settings.

Experts will be asked to participate in an initial virtual technical consultation taking place July 13-16.

Vienna and New York NGO Committee on Drugs are particularly looking for CSOs that have experience in implementing and evaluating such activities.

We now have more confirmed details about civil society participation at the 64th CND:

- in person participation will be limited to 8 representatives of ECOSOC NGOs

- 150 representatives of ECOSOC NGOs will be given access to the online platform, with the potential to make an oral intervention and to follow the CoW as a silent observer.

- Speaking slots for NGOs will be limited to three per agenda item, speaking time will be 3min max.

- All other ECOSOC NGOs can still register on INDICO to appear on the participants list of the 64th CND and will receive a link to the webcast

- All non-ECOSOC NGOs can follow the public webcast of the CND plenary discussions and attend side events

- registration on INDICO is possible from today until 7th April 2021

In light of the COVID-19 situation, the Commission on Narcotic Drugs (CND) has decided that side events at the 64th CND in April 2021 will be held virtually only. Organisers are responsible for their own technical arrangements and need to provide the link to the event to the CND Secretariat latest by 5 March 2021. On the occasion of the Human Rights Day 2020 the #INCB published a message, reminding all States that the primary objective of the international drug control conventions is to safeguard the health and welfare of humankind, including respect for #HumanRights and called on States to adopt and pursue drug control policies that respect and protect human rights and that are consistent with international human rights instruments. "The world drug problem cannot be lawfully addressed without ensuring the protection of human rights."

The board of the Vienna NGO Committee on Drugs is inviting all members and interested NGOs to participate in an online, informal membership meeting on Monday, 30 November.

In order to accommodate as many time zones as possible the meeting will be held twice:

30 November, 5 pm to 6.30 pm Central European Time (CET)

The meeting will serve to discuss current issues and exchange updates and information. No formal decisions will be made by the committee.

The UNODC Research Section is looking to improve the the relevance, quality and usability of their institutional flagship publication, the World Drug Report.

They want to collect feedback from a broad audience and are asking NGOs to participate in the following survey: https://www.surveymonkey.com/r/9CNF83B

The objective of the survey is to better understand the different audiences and readership of the World Drug Report, their areas of interest in the Report, the extent to which the Report fulfils the needs and expectations of the readers as well as to determine needs and expectations for future editions of the World Drug Report.

June 26th is World Drug Day - What will you be doing to mark it? The UNODC theme for the 2019 International Day Against Drug Abuse and Illicit Trafficking – 26 June’s ‘World Drug Day’ – is “Health for Justice. Justice for Health”. The theme highlights that justice and health are two sides of the same coin when it comes to addressing drug problems, and that effective responses to the world drug problem require inclusive and accountable institutions of criminal justice, health and social services to work hand in hand to provide integrated solutions, in line with the international drug control conventions, human rights obligations and the Sustainable Development Goals. As in previous years UNODC has made available materials such as logos and social media packages. Introducing the Civil Society Task Force (#CSTF) It is an honour to contact you today on behalf of the Vienna NGO Committee on Drugs (#VNGOC) and the New York NGO Committee on Drugs (#NYNGOC), in order to introduce our joint initiative, the newly reformed Civil Society Task Force (#CSTF) for the #CND Ministerial Segment in 2019.
