On April 16th, during the 64th Commission on Narcotic Drugs held at UNODC, Villa Maraini Foundation and IFRC hosted the online side event: "Moving beyond the divisions in order to develop humanitarian drug policies: the role of the Rome Consensus 2.0 initiative”. The side event was organized in cooperation with all the Rome Consensus 2.0 co-founders and the support of UNODC and the Permanent Representative of Italy to the UN in Vienna. 388 people from all over the world registered at the event, including RC/RC volunteers, UN agencies, Government bodies, CSOs, universities, law enforcement experts. During the event all agreed that the primary objective of humanitarian drug policy is to save lives, alleviate suffering, and maintain human dignity by fighting criminalization and stigmatization of people with substance use disorders. An essential step to achieve it, is to overcome the false dichotomies between harm reduction, prevention, treatment and recovery.

We are happy to inform you that on April 14, 2021 we have co-organized a side-event at the at the 64th CND Session dedicated to cybercecurity and preventing on-line drug supply for over 100 CSO and government reps.

During the event we presented results of the 2021 Russian internet users’ on-line survey on hazardous on-line content and public demand for digital safety education. According to the survey, over 29 million of Russians are exposed to drug related on-line info annually. We thus believe there is an urgent need for available digital safety education, allowing to protect minors from the on-line risks.

The economic and social disruption caused by the pandemic is devastating tens of millions of people are at the risk of falling into extreme poverty, while the number of undernourished people, currently estimated at nearly 690 million, could increase up as time goes on.

The covid-19 pandemic is a social and economic crisis just as much as it is a health crisis. Its repercussions, severe and far-reaching are being felt across the world. To slow down the spread of the virus schools were closed, lives were

uncomfortable for people, millions of people died. Industries were shot down, millions of jobs lost, families could not afford a square meal, a lot of families goes to bed hungry, corruption, the youths are on the streets an ideal hand is a devil workshop., high rates of drug abuse in the society lack of employment.

We have the pleasure of sharing with NGOs and governments a report that was launched on the 13th of April; titled “Zooming in on UNGASS”. The report is produced by Drug Policy Futures; a global network of civil society organisations.

As the title indicates, the report takes a closer look at what has happened in the form of national follow-up of the UNGASS Outcome Document in 15 selected countries. You will see a batch of recommendations at the beginning of the report. The overall message is that all countries can improve their national drug policies by using more of the “UNGASS menu” and that national implementation should be speeded up in the years up to 2029. The report recommends how this can be done. Please feel free to share the report with colleagues and in your networks.

The Generalitat Valenciana has just renewed the certification of the "Los Granados therapeutic community" as a health service. An essential accreditation to be able to develop in this center both health care for drug addicts and general health psychology interventions.

The therapeutic community of Patim has been registered in the Autonomous Registry since 2003 as a specialized health service that is integrated into a non-health organization. In the last year marked by COVID, it has treated 52 people.

In the periode up to 2029 the aim is to produce three or four status reports where we document what is happening at the national level and where UNGASS implementation is lagging behind.

The side-event will present key results from our first monitoring report and focus on these issues, among others: National drug strategies, reducing drug use prevalence, prevention strategies, mobilization of local communities and of parents groups, role of self-help methods, special needs of women. What has happened in these areas since UNGASS in 2016?

At the side-event, conclusions from the report will be presented briefly by representatives of the host organisations and then commented by national representatives.

Child Abuse

Child abuse is the physical neglect, exploitation and trafficking of a child under10years especially in the hands of a parent or guardian.

The consequence of child maltreatment or abuse is that the affected child feels like an outcast, faces stigmatization, alongside lifelong damages to the physical, mental health and this can ultimately slow a country's economic and social development.

Children are the victims of abuse and should not be blamed.

Preventive ways Parent/Guardian should take to stop Child abuse are:

1. Understand your children

2. Watch your words

3. Keep your children healthy

4. Take a time out

5. Get control of yourself before you discipline a child.

Ms. Judy Twala, representative of the Kenya National Authority on Drug Abuse NACADA, visited the centre for drug abuse treatment opened by the Kenya Red Cross in Lamu, on the model of Villa Maraini centre, founded by Massimo Barra in 1976.

“We are proud of having supported and facilitated the dialogue and collaboration between Kenyan government authorities and Kenya Red Cross on such a sensitive topic as drug addiction, since this is in line with the Rome Consensus Declaration on humanitarian drug policy that we are promoting worldwide”, stressed Massimo Barra.

- in person participation will be limited to 8 representatives of ECOSOC NGOs

- 150 representatives of ECOSOC NGOs will be given access to the online platform, with the potential to make an oral intervention and to follow the CoW as a silent observer.

- Speaking slots for NGOs will be limited to three per agenda item, speaking time will be 3min max.

- All other ECOSOC NGOs can still register on INDICO to appear on the participants list of the 64th CND and will receive a link to the webcast

- All non-ECOSOC NGOs can follow the public webcast of the CND plenary discussions and attend side events

- registration on INDICO is possible from today until 7th April 2021

The Drug Policy Network South East Europe and the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) organise the webinar that will provide information on the new European Union drug strategy.

The EU Council approved the EU Drugs Strategy on 18 December 2020 setting out the political framework and priorities for the EU’s drug policy in the period 2021-2025. The strategy aims to ensure a high level of health promotion, social stability and security and contribute to awareness raising. On the basis of this strategy, the Council will prepare an action plan which will set out concrete measures to achieve these priorities.

The Webinar will be held via Zoom on Wednesday 24 March 2021 starting at 13:00 CET.

The Drug Policy Network South East Europe published the Analysis of the data on drug-induced deaths in Serbia 2008 – 2019.

DPNSEE has prepared the analysis using statistic about the drug-induced deaths managed by the Statistical Office of the Republic of Serbia. The data used are segmented using codes of the causes of death, agreed with the Ministry of Health and the Institute for Public Health “Dr Milan Jovanović Batut”, in accordance with the standard protocol of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA).

The statistics include annual tables presenting number of those passed away by different indicators: gender, age, location, substance that caused death, consequence of long term use or accidentally, etc.

The annual football tournament organized by Fourth Wave Foundation Project VENDA encourages and advocates healthy pursuits as an effective antidote to the menace of drug abuse among teenagers and young adults. The tournament took place from 10th February 2020 to 14th February 2020 at Parkway, Kochi. One of the major aims of Venda Cup is to promote Fair play both on and off the pitch, and subsequently Fair Play Medal was awarded to a player after every match who showed outstanding sportsmanship. This year Venda Cup had a total of 6 cups for both Boys and Girls teams to instill postivity and to perceive losing as an opportunity rather than an end.

The primary goal of the event is provide a platform for national stakeholders to present current challenges and gaps in the current drug law to develop a single agenda for engagement for a national consultation to review and amendment of the current drug law. The overall objective of the project is to ensure that Liberia has a drug law is aligned with the Model Drug Law for West Africa and other internationally accepted drug policies.

The event specific objectives are three:

1. Provide a platform for stakeholders engagement

2. To increase coordination and information sharing among relevant state and non-state actors

3. To set the agenda for a comprehensive drug policy reform in Liberia

On 21st of January 2021, the Webinar “Addressing specific needs of people living with HIV, Tuberculosis, Hepatitis and drug users in COVID-19 context” was organized by ERNA –“European Network on HIV/AIDS, TB and Hepatitis C” and IFRC - International Federation of Red Cross and Red Crescent Societies. It was attended by 47 participants from 15 countries of Europe and Central Asia.

“We must consider the COVID-19 pandemic as an opportunity to reinforce our capacity in combating substance abuse and infectious diseases such as HIV, HCV, tuberculosis, but also to rethink together our priorities and strategies for the next months and years in order to contribute and improve health conditions of our target groups”, with these words Massimo Barra, President of ERNA, opened the webinar.

We all know disasters happen, whether it be natural disasters or global pandemics, but usually, they don’t hit so close to home for most of us and hence, with Liberia recording its First Corona Virus case on March 15, 2020; the Drug Policy Coalition of Liberia and partners have thereof developed the Liberia Ghettos Outreach Initiative-LGOI aimed at provide support for disadvantaged young people who are substance users living in ghettos/ streets across Liberia.

The program seeks to provide temporary feeding, increase advocacy especially for females substance users against SGBV and unwarranted brutality against substance users by state security officers, enhance psychosocial counselling and support for substance users in Liberia during this COVID-19 and beyond.

In light of the COVID-19 situation, the Commission on Narcotic Drugs (CND) has decided that side events at the 64th CND in April 2021 will be held virtually only. Organisers are responsible for their own technical arrangements and need to provide the link to the event to the CND Secretariat latest by 5 March 2021. Child Labor

Child Labor is depriving a child from not attaining to their potential and it will affect their mental development and expose them to harmful injuries.

Child Labor cannot be encourage in any way of life because it will prevent a child not attain to his goal in life it’s also affect development in our Society because a child that is properly empower cannot be useful to the society and the country at Large. Government should pass a decree into Law especially with the sub-Saharan region in Africa and a penalty for anyone who abuse the right of a child should face the law because that can create fear to society and lead to the birth control because of the consequences of child Labor

Meanwhile, a child should be given the opportunity to exhibit their talent and bring out their potential.

Conclusively, parents should live up to their expectation to give his/her child the required education that will enable their child to be useful to the society and to the country at large.
